The reforms initiated by the Hero-Arkadag to develop the national education system are being successfully implemented under the wise leadership of the esteemed President during the Era of Might and Happiness. A key priority of Turkmenistan’s state policy is the continued enhancement of the national education system and its integration into the global educational landscape. In this regard, special emphasis is placed on expanding international cooperation, exchanging best practices, and implementing joint educational initiatives, as well as training highly qualified civil servants who possess modern professional competencies and are capable of effectively addressing state objectives and contributing to the development of international cooperation. As part of the consistent implementation of these priorities of Turkmenistan, representatives of the Academy of State Service under the President of Turkmenistan participated in the 5th Conference of Member States of the Organization of Turkic States (OTS). Held on September 18, 2026, in the city of Khankendi, Republic of Azerbaijan, under the auspices of the State Examination Center of the Republic of Azerbaijan, the conference focused on the theme «Human Resources in the Era of Digitalization and Artificial Intelligence: Development, Prospects, and Challenges.» Representatives of relevant institutions and organizations, IT specialists, and experts in digitalization and artificial intelligence systems from the member states of the Organization of Turkic States (OTS) participated in this international event. The conference served as an important platform for discussing modern approaches to public service development and for exchanging experience.
During the event, experts discussed issues such as enhancing human capital, integrating digitalization and artificial intelligence into management systems, improving the quality of public services, and addressing potential challenges associated with implementing these objectives.
Speaking at the event, Maleyka Abbaszade, Chairperson of the Board of Directors of the State Examination Center of the Republic of Azerbaijan, emphasized
that the constitutional and institutional reforms underway in the country have fostered a new management philosophy centered on close cooperation with citizens. She noted that a key element of this philosophy is ensuring transparency, meritocracy, and equal opportunities for every citizen seeking entry into the civil service.
Furthermore, representatives of the Academy engaged in a productive exchange of views with international experts and representatives from foreign academies of public administration attending the forum. They highlighted the significance of the meeting and expressed confidence that the knowledge and experience gained through this constructive dialogue would positively impact the work of the Academy of State Service under the President of Turkmenistan regarding the training and professional development of civil servants.
